I am sorry if this has been answered before but I could not find any topics where this was covered. I found and collected the Bandana Skull in the Halo CE Mission for Silent Cartographer. I got the achivement for finding it and expected that it would show up under my available skulls but no matter what I do it does not appear in my skull options. Is there a step I am missing to get this available?
Are you absolutely only trying to use the skull in Halo CE? The only other game it appears in is Halo 2. Halo 3 and 4 do not feature it.
I don’t see it as an option in CE or Halo 2.
I’m having the EXACT same problem. I paid $500 for an Xbox One X and purchased the game while all the skulls are on my old account no problem. That’s now my dad’s account. I made a new account and I’m seemingly screwed.
Better yet, I can’t delete my Xbox live data to see if starting a fresh file would fix it. NOPE. I don’t have access to my cloud data, no one has access to their cloud data on their account.
So with no open doors, I contacted Xbox Support for help. Of course, that’s not their jurisdiction.
They wanted me to get ahold of Microsoft Studios. The support section in particular. (They don’t list the support section, you’ll need to google it.)

However, when I use this crap on my iPad, it just shows me a blank white screen and all it says in the page is “Support”. I don’t have a PC so I have no idea if anything will show up.
So for the time being, I’m screwed. No bandana for me, which is arguably why I re-purchased the game in the first place. Ugh.
I have another update on this.
So I signed into my old account on my new Xbox. Surprisingly enough, I have access to the skulls there. But when I signed out, my game crashed when I went to look at the skulls menu again.
Restarting the game on the old profile, the skulls are back, now on the new Xbox. Whatever has happened, this is an account-based issue and I don’t think Xbox Support will touch it at all.
The only thing I can think of at this point is to get ahold of Bungie, 343 or Microsoft Studios and hoping someone cares and has the power to do anything.
While you’re not so lucky, I can just switch to the old account now and play on there. I doubt that this is bug is unlikely to be fixed or even addressed seeing how we’re already in 2018.
