One of the reason people find the weapons like the boltshot or dmr OP is because
mod controler users improve there range and aim assist.
most mods are: faster fire rate, weapons have more range and high aim assist
here is a list that will help you to know when somebody is using an mod controller:
Assault rifle = the weapon fireing sound is bigger and the bloom expanse very quick
Dmr = all shots will hit you even when he clearly misses and faster firerate
Battle rifle = faster firerate, fire sound and the BR’s recoil is very fast
light rifle = same as with the BR
boltshot = the player clearly miss you but you’re still dead
the killcams will help spotting these cheaters

ok and when i see this in a kill-cam how do i ban them? i dont work for 343
killcams are bugged, dont rely on them for spotting cheaters. However there are modders out there.
The kill cams are so broken you should ever use them as evidence. Multiple times a day I see people kill me watch the kill cam only to see they weren’t even aiming in my general direction.

yes 30%-60% of the kill cams are broken but the sound and the first person view are not
Cheating, System Tampering, since using a modded item is considered System Tampering. I generally run into Modded users in Infinity Slayer, which is also the easiest playlist for them to kill farm in.
Sadly, even on Ebay, Youtube, the controllers are advertised as working for Halo 4, Black Ops 2, and it seems no patch has been added to block their use.
