I sure as hell don’t want those losers on my team. Anything is better then that… lol
I don’t care if they’re not the best players on my team. I just want teammates I can count on staying in the game for the entire match is all.

Oh, i can surely feel you.
However with the sorry state the game is in now, you can’t even say if someone is a real quitters, or that he just faces bugs etc.
I have stopped playing HI for a couple of weeks now, since i was sick and tired of all those lag issues, crashes, etc. And we both know there are a lot of other players (especially pc players) who have problems with that. To label them as bad actors while its the sorry state of the game, is just wrong IMO.
If the game finaly runs way better, then perhaps you could create a light version of that idea. And with light i mean that it’s temporary (if you quit x amount in Y amount of matches you get into that pool, but if you then play that same Y amount of matches without a quit you get out of it) and it’s not public. A public ‘scold’ list like i heared someone propose is not moral IMO, but it’s also bad PR for the game and in some countries that is/could even be illegal, since some countries (especially in Europe) have strict privacy laws banning practices like that. That could make HI not be able to run in those countries, wich you would not want to happen ofcourse.
But to be honest, i don’t realy care that much about quitters in socials since it now has JIP and bots, so that it always remains 4v4 or 12v12. I have had matches with 2 bots on my team and matches with 2 bots on the enemy team (even where those 2 bots where better than the 3 noobs on my team, LOL). I realy don’t care, since winning or losing in socials is not that important. But in ranked i completely agree that it is very important, since you will be left with less players (so you are often in 1v2 or 1v3 situations then) and winning or losing is important there.
IMO they could completely remove the bansystem from socials (as MCC proved it doesn’t prevent quitters and doesn’t create less affected matches, but even makes problems bigger, since you are left with AFK’ers, wich are worse), but change it in ranked. Make it so that you can only play ranked if you have finished for example 5 (or maybe 10?) matches in a row without quitting. If you have quit a match (either in ranked or social), the ranked playlist is locked untill you finished 5 matches in a row again (finishing 5 matches also takes more time then the current 15 min ban they now get).
But even that system can only be implemented if the game finaly runs better
If they get booted out of a single match every rare once in a while, of course that’s not a big team obviously though. But regardless of reason, if they leave matches regularly, wither it be qutting or technical. I don’t want them on my team, ever…
I remember the good ole days when games would place disconnect rates on your profile.
Pooling the quitters would be done once (if) the servers get stable.
Both ideas have their own problems I suppose but if you quit enough to get moved to the quitter pool at least you won’t have to worry about getting banned and can still play while people who don’t like quitting get their own pool. I feel like if implemented right everyone would get what they want
