Do you speak of the nameplates? If so, you cannot get them anymore since the Haloverse was handed down to 343i. This was discontinued long ago.

Nameplates and the blue flames were affliciated with Bungie.net, when 343i took over, Bungie discontinued support for Reach, they stopped tracking spartan changes and the implementation of the nameplates, this feature was discontinued as 343i continued in another website and such.
