Recon will not be available as 343 no longer have the ability to unlock it.
No, game play will stay exactly as it is on the 360 as with other backward compatible games

343i has to give the armor Recon in 2012 in halo 3. The armor recon is unlocked with the 7 Archivement vidmaster. 343i could have created a function to unlock the armor when we finished the 7 Archivement Vidmaster.

You’re right, do not change halo 3. The recon armor should be available for players who end up all the vidmaster. But I think 343i will not put the armor back into the game for new players.
