The UE has been delivered as promised (read the description literally and don’t expect more than what they promised). It sounds like people have higher expectations than what was promised, hence the debate, but they delivered the minimum of what they promised. Honestly, you will run into that a lot in the real world, any contract should be written so that it outlines exactly what is expected to be delivered, not any more and not any less. They have lived up to what they promised. Not sure how a company can be at fault for that, but that is my opinion, and clearly I am in the minority (although I deal with contracts for a living). This should be an exciting announcement, and there is a lot of misguided rage on this thread. I will go back to lurking.

The flood mode should be the only thing I should have to pay for by this logic!

The two new banished leaders are different than the Spartan and the Arbiter. Spartan and Arbiter are the June release leaders (they announced there were two new leaders coming in June). The two new banished leaders are dropping with the expansion in ‘Fall’ according to what I have read. As far as your other points, while I understand what you are saying (trust me, I get it) I am just trying to convey that they did live up to their promise (it was the bare minimum, but taking the literal wording into consideration, it is exactly what they have delivered).
I brought up the two new banished leaders because I was expanding on the fact that the expansion appears to be in line with what a lot of people have been begging for (more leaders on Banished side since there are so many UNSC options, flood, Banished campaign that isn’t cheaply done and new maps). Plus each leader if bought separately cost 6 USD. Two new leaders would be 12 USD so it is 8 USD for an additional banished campaign with cinematography and a new game type. That purchase is optional, and might not be for everyone if they don’t want more campaign, or if they don’t really care about two new Banished leaders. Look at me, I am a UNSC Cutter main who has only finished the first two campaign missions, but I still see the value and intend on buying it because it adds more content to a game and genre I love.
In summary, I get the frustration, but I believe the frustration comes from unfounded expectations. They delivered what they promised (or soon will) even though it is the bare minimum. It may be frustrating if you expected more, but that is not what they promised.
