I figured that it would be best to explain how it could work to make a Ninja armor core to match the Samurai armor core form the Tenrai Fractureverse.

If a ninja core happens, it ought to be like Rakshasa. Though I’d rather it be an insurgent thing, given Ninja were not of the “Noble” class Samurai were. Far as I recall they were common folk by comparison so it’d make lots of sense for them to be insurgent-aligned.
They were indeed common folk, but there were more along the lines of mercenaries that would broker deals. Insurgents tend to be anti-government rebels of some degree, whereas Ninja just wanted to have a semblance of order in their region so their farming crops wouldn’t be trampled or burned. And the best way to do that is to make deals that make the war leave the region as fast as possible.
You are marching through these lands and wish to know of a path that you can take to out-flank an army you are marching towards? Pay we Ninja enough Yen and we can point the way. The faster you get to that rival army, the faster I can get back to farming.
You seek to enter a castle fortress that holds a rival Daimyo that you seek to usurp? Sure we can be paid to sneak in and open the gate for you. The faster this siege is done, the less your soldiers eat my crops!
You also want us to assassinate the Daimyo’s guards and knock him out so you can personally kill him and declare yourself mighty? That would cost extra Yen.
But be wary.
Most Ninja clans were not known for their loyalty. A friend today could be tomorrow’s assassin if a rival clan paid your ninja a more handsome wage to betray you. Or if they thought that you were not as powerful as you once claimed and they decide to side with a more powerful clan.
Which is why I really like Hattori Hanzō. Sure he was born a Samurai Warrior, but he eventually became the leader of a Ninja Clan. Which is probably why his strength of loyalty was greater than most.

From the sounds of things, this might be an attempt at making an alt-universe armor core waaaaaay back in 2015. Because MJOLNIR is ONI top secret and this MJOLNIR-Like armor has no recognizable manufacturer and is able to be tweaked with some engineering finesse to make it MJOLNIR compatible.
Perhaps this is truly the first Fractures armor thing someone at 343 had made before the studio actually settled on doing multi-verse fractures as a legitimate multiplayer canon thing?
