It certainly is. Although a rare occurrence, it is possible that because of lag, the assassination process could be interrupted, resulting in the would-be victim to emerge unharmed. Therefore, you’d have to attack them on the spot.

The game seemed lag free.
In any case, it’s a small bug that messes up the assassination process. It’s happened to me many times before.
Its also happened to me a few times though its very rare. My best guess from my experience is it happens from friendly fire, the enemy accidentally kills his own teammate during an assassination but because you’ve already done damage and are in the middle of a melee kill it simply cancels out and gives you a beat down since it didn’t complete. Sort of how your teammates can steal the kill or the enemy can save their mate. Don’t know for sure though, its just my best guess from my own experience.

Seen it happen, to others and to myself. Its a thing.
It can also happen,that you get an assassination medal even if you just made a beat down.
