Your post is very hard to follow. You should rephrase it.
Req packs. Buy them with Req points, starting with silver packs. Buy them until you have all of the Rare or lower quality Reqs, then buy Gold packs until you have every Req. Assassinations come in these packs as a permanent Req.

The game has been out for almost a year now. A simple Google search would answer your question if you really didn’t know. It actually would’ve been faster.
