Since bungie no longer owns the rights to Halo and there is no information on bungie.net, is it still possible to get recon? If so, how does one get it?
I’m afraid it’s no longer possible OP and hasn’t been for a few years now. 343 released Recon in a few waves to active player shortly after they took over, but the ability to do so is no longer available. If you didn’t earn it during the time Bungie was in control of Halo or gain it from 343, you can’t get it any more.

Not even the road to recon achievements?
Yeah of course you can get those achievements, but Recon is no longer available to get on Halo 3 on XB360 either way.
