They are either one of those and you get to use one tactical mod and one support package not just one or the other

i disagree 
i think it is fair as well lets im 50 and have operator
now you are level 25 but you have another tack package and armour mod,
see we are both equal, you have 2 i have 2, they maybe different but we both have 2 advantages and 2 disadvantages in my eyes that equal
