you should add a gifting system for permanent reqs only. A lot of people would use it and would be happy because they can get what they want from a friend or family member.

You can send gold packs as gifts through the REQ store. Every gold pack contains two permanent unlocks.

But that requires real money tho, which is cheap. What are ppl supposed to do with all their req points when they’ve unlocked everything? Can’t gift req packs with req points for sure

They made it that way to avoid sales between players going bad. For example, Player A has a few million RP and could tell Player B to pay him/her a few dollars for like 10 packs. They would cost much less than what they do in the REQ store. Player B sends his/her payment, but Player A does not send the packs. That starts an argument which puts 343i and Microsoft’s right in the middle.
I don’t necessarily agree with it completely, but the reasoning is sound. It could all be avoided by not having loot boxes tied to progression even slightly, but that’s wishful thinking for triple A games nowadays.
