Not much of a contest. Arbiter is easily one of the best warriors in the universe of Halo.
Why does it have to be arbiter vs jul? is it because they’re both elites? that’s so racist.

Truth, and his absolutely stupid plan in his hour of victory.
I talked about this in a post I had about how I would make Halo 5. I wanted Jul and Arbiter to duel in Halo 5, and have Jul win. Not kill Arbiter, but basically shame him. Jul is now seen as the biggest leader of the Elites, and Arbiter’s men now completely doubt him. Then in the rematch in Halo 6, Arbiter basically takes back his power and dignity in another duel where he destroys Jul. Mortal Kombat style!
I’d much rather they work together than fight. Jul’s motivations aren’t without merit. He witnessed ONI selling arms of Sangheili terrorists, thus perpetuating his species in a cycle of violence.

A more interesting fight would be Rtas vs. Jul. Cause Arby would just demolish him.

I like Jul quite a bit but the Arbiter is an extremely accomplished frontline warrior. He’s probably the most dangerous Sangheili alive. Jul 'Mdama is more of a diplomat with a devout following and the backup of Forerunner Knights.
That’s not to say Jul isn’t dangerous, he’s a high ranking Elite still but the Arbiter is on another level.
