you can use it and then one other person can use it as well, but some people just go to stores and take pics of the codes, so sometimes they dont work twice.
Moderator posted link saying it was illegal to trade them, so not on Waypoint I believe, I would check the locked Double XP threads.
you’re not allowed to trade/buy them. its against the TOS for the dewXP
