I don’t think you can still buy them. The offer is over since a while. Josh Holnes talked about this. If it still works, you’ll get all 14 packs at the same time.
And I don’t think it’s worth 25$.

2 packs for 7 weeks, yup I bought it last Thursday and I’m waiting for my next roll of packs
I wouldn’t buy them if I were you. Not worth it, especially when you just start out.
I had them as part of the limited edition. If you are buying them without the L.E, don’t bother. I got better items from silver packs. Same deal with gold packs, they are useless unless you have all the common to rare unlocks. Which at that point you might as well keep grinding.
In retrospect, I wouldn’t have opened any of them until I was finished unlocking all Bronze and Silver packs.
I personally don’t think they are worth it, but I have no problem with other people paying for my map’s n’ stuff.
Only 25 bucks so I don’t see the problem with it. If you play the game enough then may as well buy them. If you only dabble in it a couple of days a week then maybe don’t bother.
I bought them and I didn’t need them to be honest, if you play the game you’ll unlock everything by SR100.

I received it as part of the L.E. version and after 3 weeks realized that for me the best thing to do would be to sit on the remaining 8 packs to come until I was at least done with rare and below. Thus increasing the return on the investment so to speak.
Unless you have all your Common, Uncommon, and Rare REQs unlocked, then NO.

You can always save them. That’s what I did with my last 2 weeks worth was wait until CG came out.
On topic though, if you’re planning on buying them with cash regardless, they are the cheaper route to go as far as $ per permanent is concerned. Whether or not you value the permanents you obtain is entirely up to you though.
And you get 3 permanents per Pack. Also like others said don’t open them until you are done with Silver. That’s 42 Permanent UR-Legendary you will get. That’s equivalent to 21 gold packs at 3 Dollars brings its value to 63 Dollars
