Only if you email GAME pretending that you pre-ordered instore and they forgot to give you the pre-order bonus card.
Otherwise no, 343 does not see fit to allow Europe to have full game access at this current moment in time.
The promotion that ran after launch to earn Early access simply by playing HALO 4 online between the 6th and 20th November, was for all regions but the EU and UK
This was explained by BS Angel on Twitter as saying that due to some retailers in the UK and EU having the Early Access code as a pre-order bonus, that this disqualified those regions from being included in the promotion
As a result, unless you purchased the LE version of HALO4 you are restricted to SR70 until 343i decide to release access to the remaining Specialisations
I suggest either buying a code from an internet auction site or patiently wait
