Considering the S-IV program was started as a separate program using volunteers from the UNSC military and nothing has been said that S-IIs and S-IIIs have been given brand new augmentations, that isn’t quite correct.
I’m going to assume that Spartan II’s and III’s are stronger since Spartan IV’s are just volunteer soldiers.

Volunteer soldiers given augmentations and the best armor available. Yeah, weak.
The Spartan-IIs are stronger

They are likely hand-picked as opposed to volunteer. In addition to this, they are wearing MJOLNIR armor which implies they have had dramatic augmentations implemented.

I thought that while it was seperate it had some spartan II’s and III’s in it as well… I’ll have to find where I read that…

Yeah, just checked it, though someone said Spartan II’s were in it too, not sure where they got that from.
Well for gameplay reasons, as said in the latest bulletin, they are nearly identical.

A problem with that. While the S-IIIs were offered, we don’t know how many. Then there is the case of them using adult volunteers as well. We’ll, Gamma Company aren’t adults.
