I know that some things are really just rare to get, but I want to make sure I am not working for something that is rank-locked. So… are there rank-locks in place, or is it just rarity?
Well if you count XP as “rank” then yes there are some emblems locked behind it. You unlock certain emblems for achieving certain XP levels. But that is it.

I have noticed that the more packs I get, the more reqs I get.
Yeah at each req interval of 10 starting from sr 50 your drops from all packs get better, so by 150 you would be seeing a legendary or 2 per gold pack at a very high occurrence.
