Are some of the previous Halo game characters, such as The Arbiter, Chips Dubbo, etc, will be coming back into the Halo 4?
Maybe, but we have a full ship of people on the Infinity. Can’t we work with that?
In yesterday’s Bulletin, it was stated that they won’t be releasing any info on whether old characters will be returning. However, they have confirmed that Johnson is still, and always will be, dead, therefore will not return.
All I really care about are Chief and Cortana, and my headcanon characters, Chark and Captain Valorie Judge. Everyone in past Halo games can have cushy desk jobs or whatever.

Jorge is also KIA, though he’s listed as MIA due to regulations to keep morale high since the public thinks that Spartans are invincible and if they found out they can die, that would have lowered morale to an all new low.
