I get Spartan 2, 3, and 4s are different strengths.
But if we win two Spartan 4s go at in an arm wrestle, how much difference would vary to determine who would win? Same for Spartan 3s and 2s?

You know, it’s hard to say. We can say with reasonable certainty that Spartan IIs MAY be stronger at a baseline due to their more risky augmentations (correct me if I’m wrong). Naturally you can’t include Spartan II experience, but in a raw arm wrestling contest, I would put them above most others.
However, if we also take into account Gamma Company Spartan IIIs (Spoilers for Halo: Ghosts of Onyx and Halo: Last Light among others):
Gamma company Spartans have a special augmentation that allows them to push their bodies beyond the norm either when they are near death or when they have not consumed a stabilising concoction that they are assigned to take on a regular basis, for this reason it’s possible Gamma Company Spartan IIIs could beat Spartan IIs at various feats of strength under the correct circumstances.(sort of like a super-adrenaline)
I’m not sure about Spartan VIs, however, but I expect they’re around the same average strength as the other Spartans.
