Correct me if i’m wrong but is the Elite on the title image for The Silent Cartographer an arbiter? At first I thought it was a zealot but upon closer inspection i saw an arbiter.
I believe it is a Easter Egg, as there was no Arbiter appointed during the Battle of Installation 04.
