Is the arbiter in halo reach because I believe he’s the only elites who wields and energy sword in his left but isn’t he also supposed to be chasing Keyes on the pillar of autumn.
Reach didn’t really stick to fall of reach quite canonically though.
Thel Vadam was the Shipmaster that lead that Covenant fleet to Reach. But he was already in Slipspace chasing the Pillar of Autumn by the time of B312’s death in the Epilogue.

Thel 'Vadam was indeed one of two Supreme Commanders responsible for the glassing of Reach. He was not yet Arbiter until after the events of Halo: Combat Evolved.
