It’s the same armor I think. In halo wars the covenant had the same cloacking technology we are familiar with in the mainline halo games. But on halo 2, Arbiters armor is not as…new as theirs. His camouflage will not last forever. Unlike current tech armor. Makes it seem as if they recovered it.
They are different suits of Arbiter armor. Each Arbiter gets their own set of armor when they get the title. Ripa’s arbiter armor was vaporized along with his body when the star within the shield world went supernova.
Which would make sense. It’s not like everyone has the same size.
Yeah, custom Armor for each, but it would look funny to see Thel in Ripa’s armor as he was so much bigger.

Adding to it, Ripa was massive for a Sangheili, taller than normal. A new suit would be needed to be made anyway.
