As you can probably tell by my name I think the Arbiter is Savage. I wonder why he hasn’t made any appearances or hasn’t really done anything but stay in the shadows. He was actually a big part of the story in Halo CE and Halo 2, not to mention the Halo universe itself. Any thoughts?
What do you mean? Taking into consideration the extended media as well as the games, he’s still playing a pretty big and important role in the universe.
Because he was busy with the civil war on Sanghelios.

This guy is right, Thel 'Vadam has been in a lot of Novels, Comics, and extended forms of Media for as long as those forms of media have been around for the Halo franchise. If we are talking on a game only basis however, then yes he has been gone for sometime and I would like to see more appearances of our favorite 'Vadam.
Well if you only play games (like me), we saw him in 2007 and then again in 2015 (+ terminals and Anniversaries).
And I think that Arbiter wasn’t even mentioned in CE.
