I am the only one who’s having a lot of trouble winning matches with arbiter? I mean i have played with all leaders and have victories, but arbiter is giving me a hard time at this. His abilities kind of sucks.
I definitely think his early game isnt great (aside from enforcers) but once u get later in the game his upgraded powers seem like theyre great to me! But idk really havent ran into him very much

Arbiter is tricky you need the right leader powers and proper coordination. You can mass stasis an army and atriox eradication for the win.
Early rush you double pump enforcers and single pump grunts for a rush which is really good enforcers are good against infantry and bases.
Also he doesn’t have a heal so you need to unlock the perk that buffs and heals you when you use a leader power.
He’s pretty great, I think. He just isn’t a super heavy hitter like Attiox, and, yeah, it takes some time for his LPs to build.
Put your points into Conduit and whatever that raindrop-icon offensive power is, then watch how tough his army gets when you drop powers around them.
I’ve been having success in early game with a mix of grunts, suicide grunts and enforcers. Enforcers are amazing for stunning the enemy and you just teleport the suicides into them.
It doesn’t win games (well depending on who you’re against) just gives map control and is pretty solid.

Late game arbiter is a boss. His stasis can even protect your base if it’s about to go down, amazing. Even if you go banshees just freeze their anti air while you kill stuff. One of my favourite leaders. Haven’t used phantoms too much, normally skip over them for other powers.

That was a good game! Vortex+Killing Frenzy is crazy good for a Warlord though
Actually I think his infantry is really bad -Yoink-. Plus those cloaking abilities. I feel he is a solid leader. Still better than Isabel for example, in my opinion.

Pretty sure if I didn’t have my Warlord you would’ve gotten me in the early game, so many Suicide Grunts…

Hahaha enforcer stasis grenades then tele the grunts into them. It’s satisfying seeing their early comp just die.

he’s slightly underwhelming to players who havent had much experience micro managing a singular unit and keeping that singular unit alive to stack veteran levels, but i assure you he’s not under powered. the way the arbiter plays if you take your arbiter and use him for killing everything. then you take your phantoms and load them up with units and position them nearby your arbiter in case you need backup or units to cover your escape. he’s a one unit army pretty much. they cant give him too much power cause if they did he’d be undefeated. the vehicles arent really that important, but you can use them when under pressure.
Yea hes tough to get used to but hes got a lot going for him w two stasis, the rage and power surges and his enforcers grunt combos. Also the cloak for grunts is huge. Early game its a real help. Also enforcers have plasma grenades which stun also. The rage power is a must w him its like the 3rd power you can get. I mass combined enforcers/ grunts/ engineers and w the cloak and rage perks hes a powerful late game leader.
I still don’t figure how to play him well and have lost virtually every match that I’ve played him, but at least I feel I can put up a fight before going down, unlike Johnson or the current Kinsano.

Arbiter and Shipmaster are the 2 best of the banished. I’ll try to explain why, the Arbiter has pros and cons like any other Leader besides Jerome.
LEADER POWERSLet’s talk leader points 1st is Teleport and Mines. Teleport obviously an easy choice, this kills UNSC early game. Suicide Grunts are great anti-infantry and you can teleport them anywhere at the start of the game. Late game you have it to teleport your locust around the map and Units between shields. Next you have Conduit of Rage and Plasma Bolt, this is not so clear. To make this simple some people have a preference to go Plasma Bolt if the opponent is making a unit your units cant quite handle. Where as Conduit if your confident in your early engagements. Phantoms and Elite Assault is another easy choice truth be told you should never get phantoms they are never any good. As for the Elite Assault(Elite Enforcers) this is where the Arbiter is to be feared by ANY leader. If you can make it to this point in the game roughly 4:00 minutes and your economy and population are fine then you are doing fantastic. Pre-Update Cutters ODST was the best base killing leader drop until Elite Assault. This nasty army will strip and kill bases in seconds. So if your opponent leaves his base for a second just drop them in and aim for harvesters and extractors. Stasis and Power surge, Stasis is not as great as it sounds. It temperarally stops units but you cannot shoot them wile they are immobile. Power Surge is a great choice it decreases cool-down and cost on leader powers. Very handy for Plasma Bolt and Teleport. Just make sure you get Plasma Bolt 1 before Power Surge. I am still testing stasis it is a viable option just in my opinion there are better options right now. Such as Power Surge, Conduit or Plasma Bolt 2. Last leader powers are Mass Stasis and Mass Cloaking which are pretty good, mainly Mass Stasis but only if you or your opponent is building locust. This power can save a base or kill one if Locust are involved.
SIMPLE BUT EFFECTIVE STRATEGYSo if you would like a leader point list to follow a safe one would be Teleport, Plasma Bolt, Elite Assault, Conduit, Plasma Bolt 2, Power Surge, Mass Stasis, Power Surge 2, Plasma Bolt 3, Conduit 2, Power Surge 3, Conduit 3.
As for you base build a simple generator 3rd so harvester, harvester, generator, harvester, harvester on your main base. As well as getting a miny base or 2(if available) Scout your opponent to see if they are fast teching(Double or Triple Generator) if so I like to build Grunts for the power nodes and take map control. The most Basic build or the one you should do the most is when your opponent is not fast teching. This is when you build Ghost a lot of Ghost to battle for map control. Remember Ghost are vulnerable until they have shields. Another case would be against marines in which case Ghost with a splash of Suicide Grunts( Don’t forget about Teleport) Once you get your 3rd point(Elite Assault) Attack there base and drop it on the base. Aim for the resources, if they have no units and 1 or no turrets kill the base. Try to keep as many units alive as possible when it gets to the point your losing more then the damage you are dealing then leave. As for you Mid game literally Anti-Everything Hunters, Elite Rangers, and Reavers. use the comfort of your shield and the lead the Enforcers have granted you to stay alive or win before the late game. Late game is Locust all the way. Be careful not to build these too early, you need a big economy to back this up. Also Make sure to grab a base in the early game usually right before you attack with your 3rd point. That should distract them 
Note: that this update is fairly new and I haven’t tested his hero unit out enough to include him in this briefing.

I thought units in Stasis couldn’t be harmed, though. How does that work?

Thanks man, then it is just me who isnhaving trouble with arbiter, i just that i am not a huge fan of his leader powers, but i have ti accept that is the one that has gave me real hard time at victories.

Thank you mate, u have gave me a little more faith about arbiter, u should agree with me that they have to modify estasis, because it is not that useful and it lasts a short time.
i think his hero might either be underpowered or u just need to use his hero with ur units more so then with other heros cause of power incarnate
