Jai almost killed Arbiter in his ancient Mark IV
I’m gonna go with the Arbiter mainly due to experience. It would be like a Navy SEAL trying to fight a Spetsnaz one-on-one in hand-to-hand combat. Arbiter’s service record eclipses the Chief’s by like 200%. When Master Chief was blowing up Halo for the first time, the Arbiter had already glassed seven human colonies, including Reach. Not to mention his kill-count of UNSC military is probably around 25,000 by the time of the Fall of Reach. Not to mention Arbiter’s armor in Halo 5 is more likely far more advanced and resilient than the ancient armor he wears in Halo 2-3.

Arbiter has new armor too, though. Armor that we don’t really know much about.
Chief. As much as I like the Arbiter, in the passed few years he’s become more of a diplomat figure while Chief started kicking butt and saving princesses the moment he woke up.

Both of them wins. But if they are fighting each other, I would be most satisfied with a stalemate!
I don’t think it would be a clear cut win for either of them each time. But I am going Arbiter, mainly because he is my favourite character.
What kind of fight? Pulling out one-liners?
