The Arbiter hasn’t been confirmed to be in Halo 4 in any way, shape or form yet.
There was a “confirmation by Frankie” about the Arbiter appearing in Spartan Ops and something called “Elite Ops”, but that post was quickly proven and confirmed to be a fake, therefore should not be taken as the truth.
Hes suppose to play a role in Halo 4. How big of a role I dont know.

I’m pretty sure they never said something about the Arbiter in Spartan Ops.
If you’re referring to that “Elite Ops” thing on Neogaf, I’m pretty sure that was faked.

I don’t remember them saying that.
If anything, they could mention him in the introductory video to get new players up to speed, but that wouldn’t do much if he isn’t in the game.

Maybe thats as big of a roll he will play. Im not to intirely sure what his roll is.
The post that supposedly revealed stuff about him being in Spartan Ops was fake, just so everyone knows. There’s been absolutely no info on him so far.
His presence would fit more appropriately in halo 5, which I’m assuming is where 343 will expand the backdrop beyond just requiem.

No, that was never said by Frankie or anybody else from 343 Industries. The Arbiter has not been mentioned in any way by them, and they would most certainly not spoil such big plot points such as the return of the Arbiter, be it in campaign or Spartan Ops.
