So I watched the trailer over again and I noticed while this new spartan was looking outside the window there was a covenant super carrier out of the window which leads me to think the person that was talking throughout the trailer is the arbiter or ship master sending this new spartan on a mission to find master chief
I ment to say that you see the arbiter in his visor reflection

Also I believe the Arbiter and UNSC feels that the Master Chief after abandon his station as the guardian of Humanity… and the galaxy… he no longer holds the future of the universe.

My main interest in seeing the Arbiter return is seeing how the Covenant must have deteriorated, since we could obviously see that a lot of them are still not allied with the UNSC a la Halo 4. I think that the Covenant civil war is far from over.
The Arbiter going out of his way to find the Master Chief is a bit unrealistic, IMO. Whether it be preventing a full-scale war with the Jiralhanae, or quelling the endless waves up Covenant Remnant factions that want his head, Thel has much more important to deal with at the moment.
On the other hand, Marlowe/Locke going to the Arbiter to find some intel on the Spartan makes a bit more sense.

Arby isn’t looking for John for the heck of it. Sounds like he’s central to whatever’s happening in Guardians, presumably the return of the Flood/Forerunners.

Sure lends a bit more credibility to John having a geas that was unlocked by the Librarian in Halo 4. At least in my mind.
