Have you been able to play with them yet? It says mine are locked but I already installed the update and the store says I own them.

If by “their” you mean Xbox Marketplace. 343 is all done developing and making the leaders. It’s now in Xbox Marketplace’s hands to publish that content.
It’s a syncing issue. Microsoft have to tell its market place that you can use the dlc. This may take time some will have it strait away others may take hours. It’s all to do with how quick they are able to update and sync all their servers.

I got them downloaded. Search them up in the marketplace and you can get them. However idk about the arbiter after 1 game. But it seems like he has too many buffs to leaderpowers without enough actives. Just a first impression but phantoms are hecka fun

Nope they’re already published, it was my own mistake, I had to actually click the individual items in the bundle and click “owned” to install each item. facepalm Pretty sure I jump to this same conclusion every time.

Does this mean they’re downloadable and playable??

You can go into your manage game add-ons and make sure they are installed. If they are and you cannot access them - please try uninstalling the specific leader and then re-downloading it. The build update that has been downloaded has all of the content for the update, but sometimes the licensing to use the leader gets messed up and you have to uninstall/reinstall JUST THE LEADER.
If on Xbox to do this - go to “Manage game” by pressing the “3 line button (legacy start button)” on the Halo Wars 2 tile from the home screen and select Halo Wars 2. From there, you should have a “Installed” and “Ready to Install” portion.
Take a look there and verify that it did install or if the leader hasn’t yet - tell it to install there.

Showed up to work an hour early specifically so I could leave early today. Now thats 2 hours early. My life is ok right now. Got an hour commute but it’ll fly by with all this anticipation.
