Well where is our Alien buddy?
The covenants we meet now are not Arbiter and his fleet we knowed in Halo 2 and 3.
And it’s kinda strange if he and the rest don’t know about Requiem while we and another Covenant fleet know about it.
Soo do you hope he will be shown in the final and maby kill Jul 'Mdama?
I doubt it. He probably won’t return until Halo 5 though. I hope the Chief and Halsey meet or something. They better explain how in the world Halsey knows about the Librarian.
Anyways, that would make no sense for the Arbiter to just suddenly pop up. Isn’t he busy or something? It wouldn’t make a good transition to introduce him again. I’d rather Chief show up.

Jul is leading a fraction of Covenant who still view Humans as an inferior species and is collecting forerunner technology with the goal of becoming the Covenants main figure.
I seriously doubt that once The Arbiter learns of this he’s just going to sit back and let Jul get on with it. Theres every reason for him to pop out of nowhere and attack Jul.
I don’t expect Jul 'Mdama to be killed this season (that’d be an unfortunate surprise; waste of a good villain). As for the Arbiter, I don’t think we’ll see him either. Seeing Serin Osman was surprising, and that kind of cameo might happen.
As for preference, I would love for him to join Spartan Ops for a season. I don’t see how he would, though – he’s not an expendable front-line soldier any more. Or, at least he wasn’t as of 2553. Maybe four years changes that?
I doubt he has any idea where Requiem is, if he even knows of it’s existence. It benefits neither Jul’s faction, nor humanity to let him know of it, or it’s location. So both sides would keep the information from him. Now if Requiem’s core is completely collapsed, or it’s otherwise destroyed, we may see the fighting move somewhere where the Arbiter would come into the story.

You can do without name calling. If that’s your opinion of good writing. It’s still random to toss Arby into Spops. I say wait till halo 5. It’s not necessarily the right time. I know what Jul is doing, still doesn’t mean Arby should stop what he’s doing and fly all the way to Requiem. Besides, I don’t want to see him, because I don’t like the art style of the elites all that much. Some of the armor is ok, but the way they actually look in flesh. Bungie elites were better imo.

not to mention less menacing. I want Arbiter to show himself in halo 5 or Spartan Ops. he is my favorite character in the story
I expect him to pop up during H5 however. Also, I don’t think Arby doesn’t know about Requiem yet. Keep in mind: the UNSC didn’t return there until after 6 months, but with the Elite civil “war” going on it is unlikely Arby wouldn’t have noticed rumours or flows of Elites going towards his main enemy.
Its just that with the condition the Elites are in, it is more likely Arbiter doesn’t have the man power nor the ships to go to Requiem and challenge Jul and at the same time keep his position over at Shanghelios secure.
In other words: canonically speaking it is likely that Arbiters abscence is a tactical decision.
Jul makes contact with the former Covies about the Librarian and The Didact and their faith is renewed. Best possible ending to Spartan Ops IMO. People are speculating that the Storm is going to die out… How about the who old armada is reformed? Insert Halo 2 monks
