The covenant learned a ton about the humans so he might have learned english in his studies and the spartans can listen to what the elites and covenant through their heads.

Lots of Grunts were trained in various human languages to intercept and - most importantly - understand human communications. So I don’t think it’s that odd for a former Supreme Commander to at least know one of the most common languages of mankind.

lol but they have no tongues

It would only make sense that we hear him in English because of translators, but you really think that a person of such importance would surely take the time to learn English.

Pretty sure there was something in Halo Wars saying that the most educated sangheili and unggoy were to study the humans’ language so it can be taught to combat units for interception.

He’s expressed desire to understand human weaponry in the Halo 2 manual.
He didn’t have any problem using or giving human weapons to fellow Elites on Uprising (this is assumed because other than sword flying and skipping the level, that weapons cache is usually used on higher difficulties if I recall correctly)
And he didn’t have any problem picking up human weapons in Halo 3.

English language isn’t the official one for the galaxy, you know?
