I may be just a tad bit late on this, but I’ve never really had a definite-ish answer of these couple topics.
Where is the Arbiter?
Why is the Covenant bad? I know Cortana said it could be a ‘rouge group/fleet’ but there was really no definite answer. And if so, could it be a totally different group of Covenant that the Arbiter is not leading?
I could be getting way ahead of myself but I’ve never really heard an exact answer. These will probably end up being revealed in future Halos but I’d like to hear some incite as to what the closest answer could be to these questions.

this is exactly the deninite answer. they are a rogue group of covenant. they are religious zealots who worship the forerunners, or i guess in this case the didact most specifically.(dont quote me there) they do not follow the arbiter and still find humans to be in bad taste.

ONI kidnapped him and imprisoned him and tested on him, but he managed to escape and learned of the Forerunner named the Didact. The Didact hated humans and Jul discovered he was imprisoned on a world known as Requiem. Jul found a portal that took him to an Elite colony, convinced them to join his cause and formed a new Covenant.

Think of it like the UNSC and the Insurrectionist. Both Humans just with different beliefs, thats all it is. A civil war.
^ Alright got it. Well overall, I’m going to be very upset if the Arbiter doesn’t make an appearance in the next Halo. He was by far one of my most favorite characters and it just wouldn’t be the same without him.
