i feel like the single shot over powers the DMR becaue you can cross map with it. when with the BR it was a more balenced weapon and you cannot cross map because its 3 round burst

incorrect.

in halo 3 the BR had bullet spread and bullet travel, you could still cross map but you had to lead your shots in order to hit and the longer the distance the more possible shots where needed because of bullet spread.

some one else should be able to explain halo 2, i never played halo 2 online and only in local customs so i can’t say.
