Many things wrong here. To start, only about 4 employees of 343i are from Bungie, the rest are industry veterans and a few hires from the Halo community. 343i actually started as as the Halo Franchise Development Team (or something along those lines), and started by supporting Halo Wars and helping with the release of ODST and Reach. About 2 or 3 years ago, they expanded, took the name 343 Industries, and began work on Halo 4 and other small projects (Halo Legends, Halo Evolutions, Cryptum, CEA, etc).

Actually, while Bungie has expanded since Halo CE, a lot of the same people are still working at Bungie. For example, Marcus Lehto, the creative director of Halo Reach, has been the Art Director since Halo CE. Lee Wilson, the cinematic director of Halo Reach, was the cinematic artist on every previous Halo title.
The reason Reach took such a different art approach was because they wanted to make Reach a more realistic game. It had nothing to do with the game being a “spin-off”.

Frankie did not say they are returning to mechanics from CE, 2, and 3 (which were very different from each other), but that Halo 4 would keep what made Halo, Halo, and take what has been learn from every installment of the franchise.
Also, you know why no one say Halo Reach? Because all you need to say is Reach and everyone knows what you mean. Besides that, no one calls Halo 3: ODST that, they call it ODST. No one calls Halo CE that, they call it CE (same with CEA).
