So I have been playing reach alot lately and haven’t quit a single game in the last 3 days but now when we log in we get messages about quitting to much and we even got the temp ban from matchmaking cuz of it.

Yah there is just to much lab in the games so that has happened to me…
Lagging outs counts as quitting unfortunately. All I can do is show you this Youtube channel has a few things to play alone while you wait, although most of them you need a few more players.
Do you ever find the required number of players for a match and the match appears to be setting up but you are kicked back into searching?
If the above happens it can still count as quitting even if it’s because you can’t connect to a poor host with a bad connection. If you search in playlists with low populations this is a lot more common.
Its got to be the search resetting thing that you mentioned because we haven’t been dropped from a game yet but I agree the game is way laggy sometimes.

While the system was designed as such to stop people evading probation by quitting in the game setup/voting screens it has the unfortunate side effect of adding to the quit record if you can’t connect to the host in a timely manner when the required number of players have been found.
This is just one in a long list of reasons why the quit ban should not make a return with Halo 4 and I will NOT buy Halo 4 if it does make a return because there are plenty of other good games that won’t force me to stay in high latency games with terrible and/or betraying teammates.
I totaly agree to design flaws in dat netcode and people should not be banned for it! So lets hope 343i has seen the issue and takes care of it for futher games like halo 4. It’s sad to see a habitual quitter deter design flaw like that make it though a game and affect non-habitual game quitters.
Above all there are some things neither devoloper, or Xbox LIVE cannot fix!
Like you lagging out due to bad ISP, or ip flooding from unknown areas of internet, or players that cheat around the ToS. If you run into players like that report them asap.

I honestly don’t think there will be a quit ban in Halo 4 due to the fact that they are making it so you can join games in progress. Sounds like matchmaking is going to be more like whispers call of duty. I’m no cod fan, but I think this is a good direction for Halo.
