hi i played through halo 1 legendary a few days ago and i felt it was hard yet fair, then i played the first level of halo 2 legendary and found it to be simply frustratingly difficult, i get that plasma weapons should be used to lower the shields but when you can’t get enough shots in because of the enemies pin point accuracy and the fact that shields harden again almost the instant you stop firing at them just makes the game frustrating, is there something i’m missing?

Just keep playing. I played Cairo last on Legendary on my first time through. After you get used to H2’s particular brand of Legendary, Cairo will not be so hard. When I did beat it, the first hanger was harder for me but I hauled a bunch of weapons with me so I had a nice little armory at the stairs.
If you can get passed the first mission, it gets a bit easier. patience is key, but sometimes the enemies will keep respawning if you do not move along. Snipers are the worst, very deadly so tread carefully. When using the arbiter, active cam is your best friend. For the last boss, i recommend doing the banshee trick.
This halo was the most difficult legendary for me to complete. Have fun.
For the levels with elites, use a Plasma Pistol. You can hold it down without draining the battery.
