Those were used by the Covenant to scan for Forerunner artifacts. It probably was used to identify ally forces by the Forerunners, as it can pick up Forerunner buildings, ships, space stations, and Reclaimers. I don’t know if it was ever stated to be able to get enemy forces, but I’d imagine it could be used as a massive motion tracker.

The recent version of the Halo encyclopedia says the “luminaries” were able to detect a civilization once it reached I believe Tier 3 in the Forerunner technological tiers. So the luminaries were able to detect other forces if they were space faring.
I suppose the Forerunners would win in the end with the Halo Arrays. Destroy the Ancients and Themselves unless they were in Shield Worlds. Ancients could overcome this by leaving the galaxy. Hmm this needs more thought

maybe, but I said the forerunners at the height of their power. That was b4 the halo array was built.
Clearly the forerunners, the ancients are not a race inclined to war nor do the have the population or fleets to combat the forerunners.
