Could be the Forunners are pissed off at humanity for destroying 04 and The Ark. Or it could be that the Precursers have come back to the galaxy to seek revenge for their defeat against the Forunners.
Because the game will take place in a Forunner shield world I’M leaning towards the Forunners

It’s because we were so small compared to the rest of them, but not with the Spartan 4 program humans are not small anymore, other aliens will learn to fear humans and the technology we have thanks to the UNSC Infinity and forerunner tech.
I have not seen one AD for Halo 4 in England yet.
