I have a conclusion, this is the first cutscene the other one is next:
In the h2a cutscene Arbiter say’s
Arby: You are hunter yes, a seeker of thing’s.
Locke: That’s not the official job title, but it’s close enough
Arby: And now you hunt other spartans?
Locke: I’m not as much hunting other spartan’s as I am hunting the spartan.
Arby: You seek.
Locke: One one seven
Arby: I was not told the identity of your prey.
Locke: That is why I am sharing it with you now, were talking about trust after all.

Arby: He was indeed my enemy but in time I named him ally, even friend
Arby: The events which forged this bond are…complicated

A hunter yes, a seeker of thing’s:
Implying Locke is a hunter, find and kill, but the word seeker imply’s finder.
Not the official JOB title: Someone put him up to this, it wasn’t just him, but it also deny’s one of the hunter or seeker, which one is he?
Arby say’s seek again find not kill but then say’s prey?
We were talking about trust after all, what does this have to do with the situation? is he implying chief?
Ally even freind, Arby won’t let Locke kill Chief that’s a given, if that was the situation Arby would kill Locke on site.
What event’s are complicated? Prophet’s were liars, ally with humans, Chief happened to be human so I fought with him. What’s so complicated, is there more to it?
So, Arby has multiple impressions of Locke’s intention’s, Such as killing or finding, but this conflict’s with the new trailers, is he really trying to kill chief, or find him, who put him up to it? Was it ONI, or something else? REMEMBER, this is the reclaimer saga, implying this is’nt the only game to feature this conflict, we might not even se any answers in h5 just more questions.
