Id say hes good looking at his wins. He got that mega monthly challenge already. He probably has done all the challenges and has been rewarded.
Also, he has not done the story or spartan ops so chances are, hes one of those multiplayer only people that I am personally disgusted with.
Once you get to level 50, you can choose a specialization that will get you new armor, emblems, etc…along with raising your level past 50. There are 8 specializations in all, each adding 10 to your level for a potential level of SR-130.

Why are you disgusted with him? If he doesn’t enjoy the campaign or spartan ops then that’s up to him.

Honestly, its a bit silly on my part. I simply don’t like those who only play multiplayer. Now because my life is a contradiction, this is no exception. I am becoming a multiplayer only gamer on some games out there too.
