My friend and I were discussing the information released in GameInformer as well as how some of this information was stated out of context.
We feel that most of the information could be good for the Halo franchise if done in a unique/specific way.
One idea in particular I’d like to bring up is Loadouts.
Remember in Halo 2 how you could change weapons on map by weapon type such as rifles, snipers, human, etc?
I feel they could create the same effect using Loadouts so when you start out you will have a specific weapon start.
This would prevent people from starting out with rocket launchers and other over powered weapons.
This is only one idea as there are many possibilities of how to turn the controversial and misleading information into a better organized ideal.
Feel free to express your ideas of how they could switch up gameplay.

I skimmed through your idea, and yes it would be more balanced (still bad), but it would loose it’s addicting edge. The whole idea of custom loadouts (in other games, at least) is to get the player addicted to customizing the game to their own playing style through earning in game currency (which usually means you have to play a lot). I don’t like custom loadouts at all, but I would much rather have them standardly (obviously power weapons such as shotgun, sniper and rockets not included) than a system like the one you suggested.
How about something in the middle:
To create a loadout, you will maximum strength level would be 10. Each frag grenade would be worth 1. The BR would be worth 3 and the pistol 2. The standard AA would be worth 2 and the standard “perk” another 1.
Different choices taken from a narrow selection, i.e. Primaries: BR, DMR, AR. Secondaries: AC (Assault Carbine), Pistol, Magnum (just filling up some space here) will be worth more strength points but weapons should all be the same (as in 3,2). For instance, plasma grenades would be worth to strength points each, and not one (because they are slightly more effective. Selecting plasmas (for example) would require you to either only take one or to remove a different loadout option: you should be able to choose whether you want to remove your primary/secondary weapon or your AA or your perk. The option to take JUST grenades (lots of them) into the battlefield should be up for consideration.
This would prevent the possibility of superior loadout options but would keep it as addicting, customizable and involving as any progression system should be.
well, we already know that you don’t spawn with the “power weapons”, just the utility stuff like rifles and probably plasma pistol and such. there is no dual wielding mechanic, because obviously they didn’t want dual wielding to be better then holding a single weapon in order to keep the loadout system balanced.
from my current understanding the loadout system of 4 looks like it will work. the only thing I don’t like is that you can’t use all the weapons from the get go. that just means that someone has a weapon only higher level loadouts can use, you’ll have to kill them and take it from them if you want to use it. this is something that may feel a little out of place in a competetive shooter, but then again, I’ve seen it work in other games, so I don’t think it will brake the game, it’d just be very different than what we are used to.

Dear god, plasma pistol loadouts would be overpowered. That weapon is highly underused.
Load outs work fine in social, just keep them out of ranked.
