Point is you have players who money-dump to get good stuff and then square up with you in War Zone.

REQ Levels and REQ Energy prevent players from using high-tiered REQs early into a game and it prevents them from over-requisitioning.
You wouldn’t even get to use more than five high-tier REQs a game without being considerably lucky.
Adding onto the former point, everyone starts out with relatively weak REQs and loadout weapons, so to even get to the point to use high-tier REQs it’d require considerable effort and teamplay.
Having so many good REQs only matters if you don’t suck.
The Game is in an apocalyptic state,
343i will never do good enough to actaully deliver a feature complete game, because that’s not what they want to do. That’s not the player friendly business model their using.
They want to bleed their players wallets with MACRO-Transactions,
(The gaming industry cannot pretend that microtransactions are micro anymore, Micro is $1-5; Their trying to get us to be $15+ items all the times.).
And they will never be transparent with us about it,
There will never be an honest explanation of “were doing this because we have these goals”,
because doing so would be them Admitting that they designed their game to be as evil and manipulative as possible.
In the past, the biggest controversies the game had were all internal.
Game changes like Dual Wielding, DMR Bloom, the BR being overly dominate;
All problems with game design that Bungie did their best to fix.

Like, are you REALLY going to blame people for not being prepared for something they literally have no reason to prepare for under sane circumstances?

In essence, the game is converting your losing experience into content for other players,
you’re not two players playing a game together, you’re content for other players to consume.
It was more pay to win at launch…people could rank up their REQ’s in match all they want but someone would pay to gain the advantage until people eventually stocked piled more than enough items to wipe out an entire planet.
Sure, in the short-lived scenario in which everyone was early in their progression, Warzone is Pay-to-win.
Or it would be if the point that I made earlier weren’t true:
Warzone matchmakes players based on their prevailing REQ arsenal, preventing people who, in your example, expedited their progression by purchasing many REQ packs from matching against players who hadn’t.
Likewise, this scenario would only last until a sizable population progresses to a high enough level to compete against the spenders.
So as a guy who grinded the hell out of Warzone Firefight, I’ve noticed one thing. The mode encourages players to get first shot on the target and take all of the kills for themselves.
Req levels do not gain equally and favor those who net tons of kills, that was me. One of the many flaws of the Warzone system. Leveling should be more fair to the team rather tha the individual.
