How would this work exactly? You’d have to go through a whole “accept reject” system.
Don’t see a big problem with it, but don’t see much reason for it. Can’t remember but maybe 2-3 times in all of my thousands of hours that i wanted to switch weapons with a team mate and he wanted to as well. Even so, its not like there is a lack of weapons on the map that make it just as easy to switch weapons with.
would add some dynamics to infection. Would also prevent team-killing for snipers.

Walk up to teamate, look at them and a “Press X to swap weapons” prompt appears and you enter a pending mode where your weapon is hold out for them to take, while still allowing for full mobility and cancellation at any time and the pending player gets a brief auditory and visual notification that you’ve initiated a trade.

Swapping weapons with teamates right now is complicated and difficult.
You have to find a third weapon so you can swap weapons.

Oh look a good idea for change that wouldnt break halo gameplay but instead deepen it…nah no chance of being included in H4 bro.
I personally think being able to throw weapons like a grenade to teammates would be cool too. realistic but not grame breaking.
nah being invisible off spawn or being able to negate map layout on command on spawn is a much better idea.

Being near a friendly and pressing X could become annoying when in tight corners and reloading, etc.
Instead, maybe pressing down on the D-Pad to lower your weapon allows you to press X near a team mate to trade. That way nobody accidentally switches weapons or brings up a prompt in a firefight.

This is a good idea. Otherwise, the feature would be prone to heavy abuse.
People would probably just stand right next to the Sniper Rifle guy all the time until he need to pick up a new weapon, press X and voila! He accidentally swaps with the idiot shadowing him the whole game.
The weapon pickup system already has enough issues without people jumping in front of you all the time and you accidentally swapping weapons with them, or merely causing a big indicator to come up on screen telling you to.

You might even troll him, quickly swap to your other weapon and give him the plasma pistol you just happened to have

I think this would be a nice addition, not necessary but not bad either, and it would make sense to have such a system 
Could you imagine how annoying it would be the moment you get a sniper and every noob tries to swap with you.
No I prefer if it just stay in the campaign. I think just switching the weapon to one on the ground is good as it is.
How about if one person taps x once then holds it, while another player comes up and does the same? That way there is no request weapon notification. You have to be verbal. Idk seems too complicated.
I’m not against that at all. I might not get much use out of it, but it sounds like a nice little thing to add.
