I have two Xbox Ones at different locations. The Syncing has somehow deleted my progress of the games. I’ve completed all the games on Legendary yet now the games show 0/10, 0/15, 0/22, and 0/10… My waypoint shows all my game play, yet now the sync doesn’t. What gives???

That sounds frustrating, have you tried maybe reinstalling the game to see if maybe after a new install it will sync? I have not encountered this issue myself what exactly is not syncing your game save? I have two XboxOnes as well in two geographical locations and as soon as I confirm my XBL account my profile shows the progress (achieves, time played, saves… etc), but only one XboxOne has my license, as far as the cloud sync you should be getting an error. This would be more of a Microsoft issue you could check out their community forums for help with the sync.
I know this will sound trivial, but are you backing up cloud saves or just assuming that Halo TMCC is syncing saves? All else:
Copy, move, or delete individual items
1.From Xbox Home, go to settings, and then select System.
2.Select Storage.
3.Select the storage device that contains the content you want to copy, move, or delete:
Hard Drive: Your console’s hard drive.
