Because it was designed for Firefight gameplay, not Multiplayer.

They have to remove all the AI coding and everything related to Firefight, which may not seem like like a lot but it is, and with the limited resources, its not likely.
Installation 04 is a Firefight map. It was not built for Forge. They already gave us six other maps in that same map pack, and Bungie gave us Forge World.
Well, you know you could just REMAKE it in Forge World… it’s all Forerunner and green rocks, an abundance in Forge World!

Plus Certain Affinity (and 343) made installation 04. It’s a FF map and if you’ve played enough Reach, you should very well know that FF maps cannot be forged.
i have reach i play forge and firefight me installation will be a forge map whe me and someone remake it

That was the main campaign, not the MP maps. The Anniversary maps were developed by Certain Affinity (alongside 343).
