Aiming bug(s) - Assault Rifle

I am experiencing an issue where aiming with the Assault rifle is busted. The actual point I hit when I fire at is below the point shown in the scopes (therefore I hit below the area I am focusing on with my scope). Additionally when I fire the weapon automatically un-scopes making it impossible to use the scope to fire. I haven’t played much, but this only happens with the assault rifle of the weapons I have tried to aim down the sights with. The other weapons have sights, but they don’t zoom so this may be the difference.

Pictures descriptions:
#1. Aiming with cross-hair
#2. Aiming down sight from picture 1 (i didn’t move the cursor)
#3. When I aim sights at something the sight is split and hard to focus.
#4. When I fire the bullets go to where the cross-hair lands not the scope.

I am playing on win 10 x64 ver. 1909.
Nvidia GTX 1080
Intel i7-4790k
16GB DDR3 2400MHz

Game settings:
I use custom keybinds not that I think this would impact it.
resolution: 2560x1440
Borderless windowed mode
100% resolution scaling
V-sync on
Framerate: unlimited
FOV: 90
Enhanced graphics.

I have tried adjusting resolution to 1920x1080
Fullscreen mode
V-sync off
Framerate capped to 60
FOV default I think it was 78
Original graphics.

Nothing obviously has worked. I have also restarted my computer and reinstalled the game.

Anyone experiencing anything similar or have some ideas I may try.

I have played some more and discovered it doesn’t affect any other weapon that zooms. It in fact only affects weapons that have the same scope view as the assault rifle. The 2 I know of are the plasma pistol and the assault rifle. Any ideas with the new info? Is there a way to change the scope look to just avoid this? - The plasma pistol and assault rifle both don’t allow me to stay scoped when I fire and they aim lower than the scope shows I should be aiming as per the pictures I’ve included. They also distort my view around the point I should be aiming like in picture 3: The top part of the circle is shifted to the side.
