Well, the whole story is set around Locke hunting him down. 343i at least wants us to believe that he is trying to kill him (or maybe arrest him), but maybe he has another secret objective beneath it? Who knows, it’s all about speculation now.
I personally think they will work together at some point because of X threat.

Imagine you’re playing a mission as Locke, and you happen across Chief, and you have to either fight him or play the mission with him as an NPC ally! Can you imagine just seeing Chief right there doing his thing as you play as Locke. That would be a very unique feeling in a halo campaign seeing as if Chief is on screen, your pretty much always in HIS shoes.

I think it’ll be a little bit of both at different points in the story, but who knows…

Them being enemies at first and then teaming up against a common enemy or something like that, yeah. I would be fine with it if they made it different in some other, obvious and significant way, like how Chief and Spark worked together on and off despite keeping their differences in ideology. But I really want their goals to be different altogether

Well, ultimately, they wish to fulfill their duty of protecting humanity, but they definitely have different notions of achieving that.
Good vs good is in effect here.
