how old do you have to be to pick up a pre ordered copy of halo 4? im 17 with a temporary state ID, not sure if i should have my brother come our not because he is old enough

Mature rated games from the ESRB are 17 and up. Either way, the OP is fine.
I think you’ll be good. It depends on how layed-back the person is thought. Halo is rated M, which is 18+. But it’s a game that doesn’t involve much vulgar language or gore, and you’re 17!

United Kingdom, so PEGI rates our games, so it’s 16 over here, not a massive gap though
