Actually you should, given how immensely useful the two are even on their own. Can you imagine being totally invisible on the radar under normal circumstances, having radar when scoped, AND having increased damage resistance and EMP resistance on vehicles? No, just no. For the love of the Forerunners, please no.
I can imagine merging Explosives with each of the Grenade mods, since they’re quite useless on their own, but don’t take two of the strongest mods and merge them together :’(
Not overpowered at all, just makes boarding a little harder which is fair given there’s no way out of it in Halo 5. I’m not suggesting players that aren’t in vehicles gain an EMP resistance.
Really your motion sensor range and sensitivity should increase when in a scorpion/mantis/wraith anyway, since no doubt they’d be fitted with their own.
To make things simple, why not have to option of equipping (and mixing) two armor mods together instead of using one at a time? The amount of combinations would be absolutely nasty.

No it wouldn’t. The whole point is that they’re too easy to board, especially with the overpowered length of EMP.
But I’ve changed my mind on how it should work. Scorpions, mantises and wraiths should come with their own advanced sensors.

Wheelman increases your defenses, and multiple people stacks, meaning it takes more lasers to defeat a heavy vehicle.
You’re trying to have your cake and eat it too.
If you ask me the damage resistance from Wheelman should be intrinsic to all vehicles in Halo 5. I’m tired of vehicles being made of tissue paper.
So make the damage resistance standard on all vehicles, and have Wheelman apply the EMP resistance.
