Infantry speed boost is what makes cutter the most powerful unsc leader. The can be seen simply by looking at the leaderboards, but I will also outline some of the reasons why.
It allows cutter to dictate the pace and timing of engagements especially in the early game when infantry is all that is viable for unsc. If you have speed boost and you spot the enemy with a larger army, you can withdraw and avoid fighting what you know is a loosing battle. If you have a larger army, you can force the engagement and the enemy can stand and fight, loosing the battle. Or they can try to withdraw as your army takes them from behind, running and gunning with minimal losses.
Dodging leader powers like Mac blast, carpet bomb, eradication etc… Split seconds and inches mean the difference between crushing blows and whiffs. If there is any infantry in your army, it takes longer to dodge and your chances of mitigating the date go down.
Speed and power. Rule of thumb in games like this is the faster you army, the less power it has in direct engagements. The more powerful, the slower it moves. All other things being equal, upgrades, unit comp, positioning…the faster army is going to be better. Infantry speed tilts this in cutters favor.
Please also consider that leaving infantry out of army compositions is not viable as it’s a major piece of unsc counters.
I would like to see infantry speed boosts moved to an upgrade at the armory/war council. I think this would help balance the distribution of leaders used at top tiers of play.
Honestly I don’t like the idea of making all UNSC leaders like Cutter. The problem is the only viable strategy for UNSC right now is infantry spam, which Cutter does best. If you buff their other T2 units like Warthogs and Kodiaks then the other UNSC leaders have a different path they can take to complete with Cutter and Banished leaders. Especially since 3 of them are completely vehicle focused (Forge, Isabel, Johnson)
Jackrabbits were nerfed too hard. They were the alternative (albeit OP) to Cutter’s infantry.
I don’t think Cutter should be nerfed, but more so that JR’s should receive a small buff that better helps it deal with infantry, and - while we’re on the topic - nerf Choppers.
My post was less about nerfing cutter, and more about giving all the other leaders an option for speed buff with infantry Mixing any infantry in to an army as other unsc leaders ruins your mobility. I think this is in part why you only see cutter in top tier. Infantry is too slow.

Those leaders really only have one option. Even if you buff those mech units, they can still be countered easily because everyone knows from the jump that’s the plan. Late game needs all three types of units viable or you can’t last.
I think giving all the UNSC adrenaline would be bad. It would saturate the whole UNSC and the banished would still have an advantage with choppers, except shipmaster.
I think forge would need either his cost bonus or time to research bonus from his old rolling economy and anders might be the trickiest one. I wouldn’t want her to return to sentinel overlord.
I support an infantry speed upgrade for all leaders in similar fashion to logistics and reinforcements.
This would of course mean that cutter’s raid should be reduced so that Infantry don’t become as fast as a jack rabbit, but his infantry would still be a bit faster.

I disagree that they only have one option, they just have an option that they do much better than anyone else (like how Cutter is better at infantry than everyone else).
If they buff vehicles, then UNSC T2 won’t be trash and they can still have infantry to supplement their army. Adding infantry speed boosts just negates something that makes Cutter unique.
